All competitive bids bestowed by Government Entities must be entrusted to the discerning gaze of a Bid Adjudication Committee.
In accordance with Treasury Regulation 16A6.2, a Government Entity’s supply chain management system must, among other duties, facilitate the adjudication of bids through this esteemed committee, along with the establishment, composition, and functioning of bid specification, evaluation, and adjudication committees, alongside the selection of their members.
As per paragraph 2.4 of the Code of Conduct for Bid Adjudication Committees, the committee is tasked with considering the recommendations and reports of the Bid Evaluation Committee and, depending on the powers conferred upon them, may:

Render a final award; or

Recommend to the accounting officer or authority to issue a final award; or

Propose alternative actions to the accounting officer or authority regarding the procurement process.
Moreover, the Bid Adjudication Committee must ensure that, as outlined in paragraph 2.5:

All requisite bid documents have been duly submitted.

Disqualifications are well-founded, with valid and accountable justifications provided for any bids passed over.

Scoring has been executed with fairness, consistency, and accuracy; and
-
Bidders’ declarations of interest have been duly acknowledged.
Should a bid other than the one favoured by the Bid Evaluation Committee receive approval from the Bid Adjudication Committee, the accounting officer or a senior official designated by them must be informed beforehand. Upon reviewing the rationale for this deviation, the accounting officer or delegated official may either ratify or reject the Bid Adjudication Committee’s decision. If the committee’s endorsement of an alternative bid is ratified, the Auditor-General, the relevant provincial treasury, and the National Treasury must be duly notified of the reasons for departing from such recommendations.
