The SBD/WCBD6.1 document must form part of all bids invited.  It contains general information and serves as a claim form for preference points for Broad -Based Black Economic Empowerment (B -BBEE) Status Level of Contribution, and explains how tenders or bids are decided.

Functionality and Tenders

In all competitive bids/tenders you as the bidder will have to respond to Functionality. You will need to score a set minimum number of points, measured as a percentage, on Functionality of a competitive bid (tender) in order to advance to the next phase of evaluation in the tender process.

Usually Organs of State evaluate competitive bids/tenders as follows:

New Functionality Scoring Rules

The new Preferential Procurement Regulations 2017 makes provision for new Functionality Scoring rules.

It is stipulated in the new Preferential Procurement Regulations 2017, that the evaluation criteria should be objective, giving enterprises a fair shot at being able to advance to the next phase of evaluation, namely Price and B-BBEE.

Most tenders are evaluated on Functionality, but an Organ of State will indicate in the tender documents how the tender will be evaluated.

Bid Adjudication Committee Rules

All competitive Bids that are awarded by Government Entities must be awarded by a Bid Adjudication committee.

According to Treasury Regulation 16A6.2 a Government Entity's supply chain management system must, inter alia, provide for the adjudication of bids through a bid adjudication committee, the establishment, composition and functioning of bid specification, evaluation and adjudication committees and the selection of bid adjudication members.

We at How2Tender.Com have presented our How-to-Tender workshops to many people and companies during the last two years. During these workshops we have encountered many wonderful stories of companies that won tenders in both the Public as well as the Private Sector. The opposite is also true - we also have heard horrible stories of how things can go wrong when responding to tenders.

12 Factors Considered by Adjudication Committees

The Tender Adjudication committee usually does a risk analysis before awarding a tender.

Prior to being recommended for acceptance, a tender should be subjected to a risk analysis to ensure that it would, if accepted, not place the Government Entity or the bidder, at undue risk. The following features of the tender and the bidder should, inter alia, be considered:

6 Reasons why tenders fail

There are many reasons why your tender response might fail. Here are six reasons why tender responses usually fail:

  1. Pricing

A tender response has to be competitive. It has to be competitive in pricing as well as good value for money. It is not to say that if your price is the lowest, you will be awarded the tender. If your supply is under par it can cost you a tender.
