Upgrading of streets and stormwater in the Hessequa Municipal Area

It is estimated that Tenderers should have a CIDB contractor grading designation of 5CE (or higher).

Tender documents will be made available at the Supply Chain Management Unit from Ms Leanne Windvogel, during office hours on Mondays to Thursdays from 07:45 to 16:30, on Wednesdays from 08:00 to 16:30, and on Fridays from 07:45 to 15:30.

A set of tender documents can be obtained at a non-refundable price of R300.00 per set from L Windvogel, Hessequa Municipality, Post Office Building, 19 Main Road, Riversdale, whom may be contacted at telephone (028) 713 8087 or e-mail leanne@hessequa.gov.za. Payments must be made by a bank deposit payable to the Hessequa Municipality. Tenders will be evaluated and adjudicated in terms of the Preferential Procurement Policy Framework Act (Act 5 of 2000), The Preferential Procurement Regulations, 2017 and the Hessequa Municipality’s Supply Chain Management Policy, for which 80 points will be allocated in respect of price and 20 points in respect of B-BBEE contribution.

The following pre-qualification criteria will apply:
Only one or more of the following tenderers may respond-
(a) a tenderer having a minimum B-BBEE status level 5 contributor ;
(b) a tenderer subcontracting a minimum of 30% to-
(i) an EME or QSE which is at least 51% owned by black people;
3.2 a tender that fails to meet any pre-qualifying criteria stipulated in the tender documents is an unacceptable tender.

Sealed tenders, appropriately marked with the contract number, must be placed in the tender box at the offices of Hessequa Municipality, Post Office Building, 19 Main Road, Riversdale, before or on 12h00 on Friday, 03 NOVEMBER 2017 after which tenders will be opened.

Electronic format of tenders or faxes will not be accepted and incomplete tenders and/or tenders received late will not be considered. The Municipality reserves the right to withdraw any invitation to tender and/or re-advertise or to reject any tender or to accept a part of it. The Municipality does not bind itself to accepting the lowest tender or award a contract to the bidder scoring the highest number of points.

It is expected of all prospective service providers who are not yet registered on the CSD to register without delay on the prescribed form. The Municipality reserves the right not to award tenders to prospective suppliers who are not registered on the CSD.

A compulsory clarification meeting will be held on 23 October 2017 at 11:00 and will be held at the Hessequa Municipality, Post Office Building, 19 Main Road, Riversdale. Tenders shall be valid for a period of 8 weeks from the tender closing date.
