Upgrading of MV Infrastructure – Graaff-Reinet (Asherville)

The Dr Beyers Naudé Municipality invites tenders in terms of Section 4 & 8 of the Local Government Municipal System Act, Act No. 32, for the construction and upgrading of existing MV Infrastructure – Graaff-Reinet (Asherville).

The scope of works under this tender includes:

  • Supply, Installation, Testing and Commissioning of approximately 2080m of MV Overhead Line, as designed and shown on drawings, using Hare conductor. Located in Asherville: Graaff-Reinet.
  • Supply, Installation, Testing and Commissioning of approximately 300m of MV Overhead Line, as designed and shown on drawings, using Fox conductor. Located in Asherville: Graaff-Reinet.
  •  Supply, Installation, Testing and Commissioning of approximately 600m of MV Overhead Line on a shared structure using existing LV open wire as shared LV, as designed and shown on drawings, using Fox conductor. Located in Asherville: Graaff-Reinet.
  • Supply, Installation, Testing and Commissioning of 1 x 500kVA Miniature Substations & 2 x 315kVA Miniature Substation including standard concrete plinths and decommissioning of existing transformers/substations/miniature substations. Located in Asherville: Graaff-Reinet.
  • Optimizing of applicable main substation feeder relays.
  • Dismantling of MV/LV infrastructure replaced by the abovementioned upgrades.

It is estimated that Tenderers should have a CIDB contractor grading designation of 4 EP, PE or higher.

Tenders will be evaluated based on the following two stages, namely:

  • Stage 1 – Functionality
  • Stage 2 – Price and Preferential Points Documents may be collected during working hours after 08:00 on Thursday, 21 June 2018.

A non-refundable tender deposit of R 250.00, Two hundred and fifty-rand, payable (by bank guaranteed cheque or cash) to the Dr Beyers Naude Local Municipality (at the Revenue Office in Caledon Street, Graaff-Reinet) proof of payment is required on collection of the tender documents.

Tenders may only be collected between 08:00 and 15:30 during weekdays.

The physical address for the collection of tender documents is the Electrical Infrastructure Offices, Factory Street, Industrial Area, Graaff-Reinet.

A compulsory clarification meeting with representatives of the Employer and the Employer’s agent will take place at the Robert Sobukwe building, Cnr of College Road/Oval Drive, Graaff-Reinet on 21 June 2018 starting at 12h00.

Tenders must be enclosed in sealed envelopes, bearing the applicable tender heading and reference number, as well as the closing time and due date.

Tenders must be submitted in the MUNICIPAL TENDER BOX situated at the Robert Sobukwe building, Cnr of College Road/Oval Drive, Graaff-Reinet. Tenders will be opened in public strictly at 12:00 at the address stated above.

Tenders may only be submitted on the tender documentation that is issued. More requirements for sealing, addressing, delivery, opening and assessment of tenders are stated in the Tender Data.

1. Faxed, e-mailed or late quotations will not be accepted.
2. Price to include VAT (if registered for vat) and disbursement costs involved with the project.
3. The tender will be evaluated on 80/20system.
4. All suppliers must be registered on the CENTRALSUPPLIER DATABASE. Log onto www.csd.gov.za for registration
5. A current original tax clearance certificate of SARS “or” SARS Verification pins to be supplied.
6. A current certified Municipal (rates & services) clearance certificate to be submitted.
7. A current certified BBBEE status level certificate must be submitted in order to claim preference points.
8. Council is not bound to accept the lowest or any tender and reserves the right to accept any tender or part thereof.

If the Certificate is not attached to this tender document, no points shall be awarded for B-BBEE status.

In the case of a Trust, Consortium or Joint Venture, they will qualify for points for their B-BBEE status level as a legal entity provided that the entity submits their B-BBEE status level certificate.

Bids will be evaluated and Adjudicated according to the following criteria:
1. Relevant specifications;
2. Value for money;
3. Capacity to execute the contract;
4. PPPFA Regulations 2017
