Tender Description

Request for Proposal for a Terminal Operator to Design, Develop, Finance, Construct, Operate, Maintain and Transfer a Liquid Bulk Terminal for the Handling of Refined Petroleum Products for a 25 (Twenty Five) year Concession at Lot 100 Site in the Island View Precinct in the Port of Durban.

Transnet National Ports Authority, a division of Transnet (SOC) Ltd invites all interested parties to respond to the abovementioned RFP.

Only bidders with a minimum B-BBEE Level 4 and 51% Black Ownership need to apply. International and local business enterprises will need to partner with local South African entities in order to achieve the required minimum B-BBEE Level 4 rating and 51% Black Ownership in order to participate in respect of the RFP.

The RFP documents may be obtained from Tuesday, 19 July 2016 until Friday, 12 August 2016 from 09:00 to 15:00 (weekdays) at the following locations: TNPA Offices, Ocean Terminal Building (Reception), Quayside Road, Port of Durban or TNPA Head Office, Office Block Foyer, 30 Wellington Road (Reception), Parktown, Johannesburg.

A specimen copy of the RFP will be made available from 19 July 2016 to 12 August 2016 for viewing at: http://www.etenders.gov.za and http://www.transnetnationalportsauthority.net/ DoingBusinesswithUs/Pages/Tender-Notices.aspx However, these documents are solely for viewing purposes orrly.

Please note: These documents will be available at a non-refundable amount of ZAR4 000.00 each/per set (VAT incl) and all copies will be controlled and registered. Responses, other than those submitted against a controlled issue, will be disqualified.

Payment is to be made into the Transnet National Ports Authority bank account at Standard Bank, Branch: Kingsmead, Account Number: 050281453, Branch  Code: 040026, Reference: TNPA 2016/04/015/CM. Proof of payment by way of an official bank deposit slip or a valid EFT statement, together with a valid company letterhead, must be presented when collecting documentation.

NO CASH PAYMENTS WILL BE ACCEPTED.

A compulsory RFP briefing session will be held on Wednesday, 17 August 2016 from 10:00-14:00 at * N-Shed, Quayside Road, Port of Durban.

Please note: Bidders are permitted to send their representatives with Identity Documents and a signed proxy to attend the compulsory briefing session. Failure to attend the briefing session will result in disqualification.

Bid responses are requested ONLY from bidders who have paid for and collected bid documents, as well as attended the compulsory briefing session.

This RFP will close punctually at 15:00 (CAT) on Friday, 27 January 2017. Bidders may submit their bid documents in the bid box at one of the following locations: TNPA Offices, Ocean Terminal Building, Quayside Road, Port of Durban or TNPA Head Office, Office Block Foyer, 30 Wellington Road, Parktown, Johannesburg. All RFP submissions must be clearly marked indicating the Reference Number: TNPA 2016/04/015/CM.
