Tender Description

Request for proposal for the design, development, financing, construction, operation, maintenance and transfer of a new multipurpose terminal at sheds 10 and 11 for a period of 25 years in the port of Port Elizabeth.

Transnet National Ports Authority a division of Transnet SOC Ltd, invites all interested parties to respond to the abovementioned RFR by way of adverts published in the Sunday Times on the 28 August 2016, and The Herald, Die Burger and The Star on the 29 August 2016.

RFP documents were made available for collection at no costs between 29 August 2016 and 23 September 2016, with a Compulsory Briefing Session being held on 30 September 2016.

KINDLY TAKE NOTE that the RFP Documents will be made available for collection for a further period, from 14 November 2016 to 2 December 2016 both dates included at the Transnet National Ports Authority Head Office (30 Wellington Road, Parktown, JHB, 2193) and the Port of Port Elizabeth Administration Building (Green street, Port Elizabeth, 6000).Bid documents will no longer be available from TNPA after 2 December 2016. Afurther compulsory briefing session and site inspection will be held on 9 December 2016 from lOhOO - 14h00 at the Lower Ground Canteen Area, Port Administration Building, Port of Port Elizabeth.

PLEASE NOTE: Bidders who attended the compulsory briefing session on 30 September 2016 are required to attend the Compulsory Briefing Session on 9 December 2016 again. Bidders are permitted to send their representatives with a signed proxy to attend the Compulsory Briefing Session.

A failure to attend the Compulsory Briefing Session of 9 December 2016 will result in an interested party's Bid Response being disqualified. Failure to attend the previous briefing session of 30 September 2016 will not result in disqualification.

Transnet fully subscribes to Government's New Growth Path objectives and Supplier Development commitments and Respondents should note that these objectives will form part of the qualification and evaluation criteria of this RFR

ONLY BIDDERS who hold a BBBEE Contributor Status Levels of between 1-4, with a minimum of <§ 25% Black Ownership, need to apply. International business enterprises and South African entities who * do not meet the aforementioned requirements will need to partner or enter into suitable arrangements J with appropriate South African entities in order to achieve the required minimum Level 1-4 BBBEE 1' Contributor Status Level and 25% Black Ownership in orderto participate in terms of the RFR                                                                                           

This RFP shall now close punctually at 15h00 (CAT) on Thursday, 16 February 2017 and no longerthe 15th December 2016 and no late responses will be considered. www.transnet.net
