PANEL OF CONTRACTORS FOR THE CONSTRUCTION OF REINFORCED CONCRETE STRUCTURES (WATER AND SANITATION)

TENDER NO. 07/2018

The uMgungundlovu District Municipality as the Water Services Authority (WSA) is implementing water infrastructure projects inter alia reinforced concrete structures will be embarking on extensive grant funded reinforced concrete structure construction projects, in the 2018/2019 financial year for a period of three years.

As a result, the Municipality hereby invites suitably qualified and experienced Contractors with a CIDB Contractor Grading of 3CE or higher, to submit their qualifications and experience, as well as other information as required by the Municipality.

The above information, as well the Functionality Test hereunder, will be used to select suitably qualified and experienced Contractors who will be invited to participate in a closed tender process in terms of Clause 36 of the Municipality’s Supply Chain Management Policy.

Tenderers will be classified in terms of their CIDB Contractor Grading and only tenderers with the CIDB Contractor Grading corresponding to, or higher to, the one required for that specific project will be invited to participate in the closed tender process.

The work, as far as practically as possible, will be distributed on a rotational basis in order to allow for an even distribution of the work.

Tender documents can be downloaded from the eTender publication portal at www.etenders.gov.za or alternatively can be collected from offices of the Cashier at the uMgungundlovu District Municipality, 242 Langalibalele Street, Pietermaritzburg.

If tenders are collected, a non-refundable tender deposit of R150.00 is payable to the uMgungundlovu District Municipality.

A Compulsory Briefing Session will be held on:

Non-attendance at the Compulsory Briefing Session will render any submission invalid.

Tender submissions must be properly bound and must be placed in the tender box situated on the ground floor of the uMgungundlovu District Municipality, 242 Langalibalele Street, Pietermaritzburg, before 12h00 on 29 June 2018, in a sealed envelope which is clearly marked with the Tender Number and Tender Description.

Late quotations or Tenders received by way of Facsimile or E-Mail will under no circumstances be considered.

  • Threshold for pre-qualification for 8CE or higher is 80% (or minimum of 104 points) for the tenderer to be selected to participate in a closed tender process.
  • Threshold for pre-qualification for 6CE or 7CE is 70% (or minimum of 91 points) for the tenderer to be selected to participate in a closed tender process.
  • Threshold for pre-qualification for 4CE or 5CE is 50% (or minimum of 65 points) for the tenderer to be selected to participate in a closed tender process.
  • Threshold for pre-qualification for 2CE or 3CE is 30% (or minimum of 39 points) for the tenderer to be selected to participate in a closed tender process.

Thereafter the 80/20 Preference Points system will be applicable, with 80 points for price and 20 points for B-BBEE Status Level of Contribution as prescribed in terms of the Preferential Procurement Regulations 2017.

Only tenderers with B-BBEE Contributor Levels of 3 or higher will be considered for appointment.

All service providers intending to submit a tender are required to be registered on the Central Supplier Database

Tenderers shall take note of the following Tender Conditions:

  • uMgungundlovu District Municipality’s procurement policy will apply,
  • uMgungundlovu District Municipality does not bind itself to accept the lowest tender or any other tender and reserves the right to accept the whole or part of the tender,
  • Tenders submitted are to be valid for a period of 90 days from the closing date for submissions of tenders.
