2. Background:
The number of children on the move in the SADC region is increasing because of socio-economic factors, political instability, abuse, neglect and natural hazards, among other causes occurring both within and outside of SADC countries. South Africa is a main transit and destination country in the region, including from other sub-Saharan African countries and from other countries outside Africa. Many of the migrants coming to South Africa are children who cross borders unaccompanied by families or other adult caregivers. Due to the irregular nature of such migration, the numbers of these children are difficult to estimate. Many challenges exist in relation to providing protection to these children. Many of these are barriers which stem from the children’s fear of the authorities as well as their lack of documentation, which deters them from reporting violence or seeking services. There are therefore considerable numbers of children who remain invisible and go undetected by the child welfare system despite their high vulnerability. They face a number of challenges including access to education, protection, health care and other basic services. Furthermore, the failure of children on the move to realise their rights is compounded by xenophobic attitudes and the fact that many duty bearers do not know the rights of unaccompanied and separated migrant children.
SCSA worked in Limpopo Province with children on the move since 2008 where large numbers of migrant children continue to be received. With the support of Save the Children Italy the project was expanded to Gauteng Province in 2016 due to the province being a destination for large numbers of children on the move and the increasing demand to support these children in the province. In April 2019, Save the Children Italy further granted Save the Children SA (SCSA) a grant to continue its programme with children on the move expanding to other provinces such as Free State and Mpumalanga, with the goal of ensuring that children who engage in mixed
migration in Southern Africa are not excluded from protective and other services to which they are entitled. SCSA has in the past years worked with government departments and inter-Agency organizations to strengthen the national child protection system for children on the move in ensuring linkages between national systems so that more children are able to access an increasingly inclusive child protection system.
3. Purpose of the consultancy
With specific focus on the programme’s, advocacy, media, psychosocial support and cultural mediation interventions, this review aims to:
- Determine progress against selected project objectives to guide potential adaptations which may be required
- Identify areas for improvement, activities which should be prioritised and make concrete proposed actions
- Identify which interventions are most relevant for bringing about change
- Identify any unintended results, best practices and lessons learnt in reflecting on effectiveness and efficiency of the project.
- Provide a thorough assessment of the project implementation versus project proposal to fulfil aim number 1.
