APPOINTMENT OF A PROFESSIONAL CONSULTING ENGINEER FOR PLANNING, DESIGN AND PROJECT MANAGEMENT: REFURBISHMENT AND UPGRADING OF KAMEELMOND WASTEWATER TREATMENT WORKS
1. SCOPE OF BID
The Dawid Kruiper Local Municipality requires the services of a Professional Service Provider (PSP) to conduct the planning, design, tender phase, project management including construction monitoring for the refurbishment and upgrading of the existing Kameelmond Wastewater Treatment Works (KWWTW).
This treatment works is Upington’s primary wastewater treatment facility and also serves to treat significant quantities of effluent discharged by tanker trucks from surrounding settlements.
The Service Provider should note that the full treatment capacity of the Kameelmond WWTW must be kept available throughout the duration of the construction activities on the project.
2. CLOSING DATE AND COMPULSORY SITE MEETING
2.1. Sealed bids clearly marked “TN078/2018 APPOINTMENT OF A PROFESSIONAL CONSULTING ENGINEER FOR PLANNING, DESIGN AND PROJECT MANAGEMENT: REFURBISHMENT AND UPGRADING OF KAMEELMOND WASTE WATER TREATMENT WORKS” must be placed in the Municipal tender Box before or at 14:00 on Friday, 19 October 2018 and will be opened directly thereafter in the Councillors Caucus Room at the Municipal Offices.
2.2 A compulsory tender clarification meeting will be held on 28 September 2018 at 12:00 in the Committee Room at the Municipal Building located in Mutual Street Upington.
2.3 The tender clarification meeting commences strictly as indicated above and doors will be closed.
3. GENERAL REQUIREMENTS
3.1. This bid document as a whole, without any alteration, modification, deletion, editing or formatting of the documents content, must be completed and returned no later than the closing date and time to be evaluated. Any incomplete, altered, modified, edited or formatted document will not be considered. 3.2. The lowest or only bid will not necessarily be accepted.
3.3. Bids per fax or E- mail will also not be considered, only the original signed document will be accepted.
3.4. The following forms, Summary of items and bid price, MBD 1, MBD 4, MBD 5, MBD 6.1, MDB 7.2, MBD 8 and MBD 9, must be completed.
3.5. Bids will be evaluated in accordance with the applicable Preferential Point Scoring System as set out in the Councils Supply Chain Management Policy.
3.6. No B-BBEE points would be allocated if:
3.6.1 A certified copy of the B-BBEE certificate or
3.6.2 An original Sworn Affidavit is not attached to the bid document.
4. COMPULSORY DOCUMENTATION
These documents must be attached to the bid form. Bids not containing these documents will be deemed as incomplete. (See appendix F)
4.1. A copy of the Municipal account not older than 3 months.
4.2. If the bidder is not liable for levies for municipal services, a Sworn Affidavit indicating reasons as to why a municipal account cannot be submitted and/or a Lease Agreement indicating such must be provided.
4.3. Bidders must be registered at National Treasury’s Central Suppliers Data Base (CSD) and proof must be submitted.
4.4. A new tax clearance certificate issued as from 18 April 2016, and/or the document issued by SARS indicating the tax clearance PIN. Please note that it is the responsibility of the supplier to ensure that all tax related matters are in order daily.
4.5. Proof of ECSA registration as a professional engineer or a professional technologist and registration with CESA, ISO Quality Management Systems and SAICE, SACPCMP registration of proposed team must be submitted. If no proof is submitted, the bid will be deemed as non-responsive.
4.6. Professional indemnity insurance: The employer shall not award a contract to any bidder that does not hold valid professional indemnity (PI) insurance providing a minimum cover R10 million. Proof of insurance or confirmation from a reputable Insurance Broker that the bidder is eligible for the prescribed professional indemnity insurance cover should he/she be awarded the contract. If no proof is submitted, the bid will be deemed as non-responsive.
4.7 Skills transfer and training proposal: Tenderers should provide a very brief proposal and intentions on how skills transfer and training of the Project Management Departmental and wastewater treatment facility staff will take place while rendering their service under this project.
4.8 Project plan: The tenderers must submit a project plan as part of the tender documentation (Methodology), a) indicating work activities and deliverables (refer to service provider deliverables) to be undertaken, including the b) estimated time required for each task and c) a cost breakdown structure of the project proposal (project plan will not be taken into account if all the aspects mentioned above are not included). If no proof is submitted, the bid will be deemed as non-responsive.
5. BID PRICING
5.1. Bidders are required to quote prices according to the price schedules and specifications.
5.2. Price(s) quoted must be valid for at least 90 (ninety) days from bid closing date
5.3. Price(s) quoted must be firm and must be inclusive of VAT.
5.4. All prices must include delivery cost, accommodation and travel cost.
6. METHOD OF DELIVERY AND ADDRESS
Goods and services must be delivered as a whole. Delivery must be made to Dawid Kruiper Municipality Municipal building Mutual Street Upington
7. PRE-QUALIFICATION CRITERIA FOR PREFERENTIAL PROCUREMENT
In accordance with the prescriptions of Government Gazette 40553 of 20 January 2018 (Preferential Procurement Policy Framework Act, 2000: Preferential Procurement Regulations, 2017) the following pre-qualification criteria for preferential procurement will apply to this tender:
Only tenderers who comply with the following criteria may respond;
7.1 Tenderers with a minimum B-BBEE level 1 - 4.
Where a bidder fails to meet the pre-qualification criteria, the bid will be considered as non-responsive.
